On Police Memorial Day 2001, Sheriff Oliver "Glenn" Boyer announced plans to construct a memorial in tribute to all Law Enforcement Officers killed in the line of duty in Jefferson County.  The project was to be funded through donations and other fund raising activities.

Groundbreaking was initiated in April 2002 and construction of the Memorial began.
